It provides a point-to-point QSFP28-to-QSFP28 link for 100G Ethernet and InfiniBand EDR, with the optical fiber pre-terminated at both ends for 1m reach over OM3 multimode fiber. That makes it a clean fit for top-of-rack to leaf, server-to-switch, and short data center interconnects where a sealed, lightweight optical link is preferred over copper or separate transceivers and patch fiber.
